Clifton WWTP Improvements

PROJECT OVERVIEW

Location : Clifton, AZ

KE&G Construction completed critical upgrades to the wastewater treatment plant in Clifton, focusing on the rehabilitation of the existing Parshall flume and key process components to improve operational efficiency, flow measurement accuracy, and long-term system reliability.

The scope of work included removal and replacement of deteriorated infrastructure and installation of new components essential to plant operations. Improvements included replacing the existing grating over the Parshall flume with new aluminum grating, installing a new flow meter, adding two bar screens within the channel, and installing upgraded site lighting including new fixtures and a light pole. These upgrades enhanced both plant functionality and operator safety while supporting ongoing compliance with wastewater treatment standards.

SOLVING CRITICAL INFRASTRUCTURE CHALLENGES

Working within an active wastewater treatment facility required careful coordination to maintain continuous operations and prevent disruption to essential services. KE&G developed a phased construction approach to ensure that all improvements were completed safely while the facility remained operational.

A key challenge during construction was the extended lead time for the specified light pole and fixtures due to pandemic-related supply chain disruptions. Limited communication between the supplier and subcontractor further impacted procurement timelines. To overcome this, KE&G adjusted sequencing, maintained progress on all other scopes, and coordinated directly with partners to mitigate delays and keep the project moving forward.

SELF-PERFORMANCE & EXECUTION

KE&G self-performed approximately 75% of the work, allowing for greater control over schedule, quality, and cost. This approach enabled the team to respond quickly to field conditions, maintain production momentum, and reduce reliance on subcontractors for critical path work.

Through proactive planning and field-driven decision-making, KE&G successfully delivered the project ahead of schedule and on budget, despite supply chain challenges.

RECOGNITION

This project was recognized for excellence in water infrastructure and operations, receiving the
AZ Water – Wastewater Treatment Plant of the Year award for the Clifton WWTP Improvements.

SUPPORTING LONG-TERM SYSTEM RELIABILITY

These upgrades are part of a broader effort to improve wastewater treatment capabilities and reliability for the Town of Clifton. By rehabilitating critical infrastructure components and improving flow monitoring and screening processes, the project supports long-term plant performance, regulatory compliance, and environmental protection.

As part of the larger WWTP improvement initiative, this work contributes to Clifton’s transition toward a more reliable and self-sustaining wastewater system
